Panagora seeks to hire a Chief ofParty (COP) to support the anticipated USAID/West Africa Regional EconomicGrowth Collaborating, Learning & Adapting Platform and Monitoring Activity.The COP will manage activities that support collaboration, learning andadaptation within the economic growth sector, monitor and evaluate regionaleconomic growth activities, and contribute to the evidence base for economic growth across various WestAfrican countries. We seek innovative and highly motivated individuals to workon our team. This is a long-term position based in Accra, Ghana.



Requirements
  • Atleast fifteen (15) years of international development experience, including forUSAID projects;
  • Experienceas a Chief of Party (or Chief of Party equivalent), preferably on a USAIDproject;
  • Amaster’s degree in economics, international relations, sociology, anthropology,business, finance, or other social science.  
  • Demonstratedexperience in performance monitoring and evaluation of donor-funded programs,including collaboration, learning, and adapting;
  • Experiencein West Africa;
  • Excellent skills in facilitating workshops, participatoryor collaborative methodologies aimed at various audiences, organizationallearning, and capacity building. Experience with online and in-personmodalities is highly preferred;
  • Experiencedesigning and facilitating CLA methodologies that guide learning and capacity-buildingusing participatory techniques;
  • Demonstratedexperience in project management with excellent organizational skills, trackrecord managing resources (staff and budget), and managing short-term teams anddata collectors, preferably with USAID projects or with other internationaldonors;
  • Provenability to foster partnerships and coordinate project implementation in complexand dynamic political environments;
  • Subjectmatter expertise in the areas of economic growth;
  • Excellentwriting skills and ability to deliver a high-quality written product;

  • Experiencerecruiting and successfully managing consultants and ensuring the quality oftheir products;
  • Fluencyin written and spoken English;
  • AdvancedFrench language preferred.

Responsibilities


  • Providemanagement oversight across all technical, operational, and contractual matters
  • Serveas the primary point of contact with USAID/West Africa for the day-to-dayimplementation of contract activities
  • Leadtechnical design and oversight of all CLA, monitoring, and evaluation work.
  • Identifypromising practices for collaboration, learning, and adaptation activity andsystematize lessons learned.
  • Facilitate learning sessions for USAID technical activityteams under the activity’s learning agenda.
  • Supervise the work of all experts/personnel provided under the contract andensure timely, relevant, high-quality services from long and short-term staff.
  • Identify issues and risks related to projectimplementation and suggest appropriate adjustments.
  • Coordinate and collaborate with USAID, USAID partners,host country government officials, and other stakeholders.
  • Oversee evaluations and data collection services,including mid-term and final evaluations.
  • Facilitate using performance information and evaluationfindings to influence decision-making and resource allocations.
  •   Facilitatemeetings, forums, and groups focusing on peer learning and knowledge exchange.
  • Ensure compliance with U.S. Government, local government,and Panagora Group rules, regulations, and standard operating procedures.
